Changes Incorporated into the 2011 Update

1. Backflow Preventers - Modification of Current Text to Exclude Fire Lines etc. (David Rodgers)

The current text will be modified to read as follows:

Backflow Prevention Requirements for Water Services (All Campus Buildings)

Water Service Entry

  • Two backflow prevention assemblies, piped in parallel, are required at the water service entry.
  • Whether a Reduced Pressure Backflow Prevention Assembly (RPBA) or alternate type of assembly is required will depend on the hazard category of the premise in question.
  • Each assembly is to be sized for 50% of domestic design peak flow.
  • A built-in relief valve monitor connected to the BMS system should be installed to alert the control centre when there is substantial flow from a RPBA relief valve.
  • In order to reduce the quantity of water from the RPBA that has to be discharged to sewer, particularly where the RPBA is located in the basement of a building and there is concern regarding the capacity of the sewer to handle the surge condition created by the discharge from the RPBA; the following should be considered:
    • The basic addition to the system includes the ability to shut off the water supply to the building after the RPBA device has discharged for ten seconds. This would involve the installation of a solenoid valve on the water supply line and the necessary instruments and controls. The details of this design need to be further developed by the design engineers.

Fire Protection Service Connection

  • A double check valve backflow prevention assembly (DCVA) is required at Fire Protection service connections per British Columbia Building Code-Plumbing Services (part 7).

Irrigation Systems

  • An RPBA is required at the service connection.

Potable Water System in Buildings

  • RPBA's are required to be installed in local areas to protect potable water systems in buildings from labs and other hazardous water uses within the building.

Water Filters

  • An RPBA shall be installed immediately upstream of all water filters equal to, or greater than 25mm (1”).
  • A double check valve assembly (DCVA) shall be installed immediately upstream of all water filters less than 25mm (1”).

Chemical or detergent mixing stations (for example, as the BC Building Code requires in all Custodial Rooms)

  • An RPBA shall be installed immediately upstream of any chemical or detergent mixing station.

2. Storefront Glazing (Mike Thayer)

Due to extensive failures of face-sealed storefront glazing on exposed walls of many of our recent buildings, it is strongly recommended that storefront glazing only be designed for walls having overhangs that will keep the walls dry under normal light-breeze weather conditions. It is requested that self-draining curtain wall systems be selected for installation on exposed walls with no overhangs. Particular attention should be given to the storm-facing east and south facing walls.

3. Building Electrical Sub-Feeds-Clarification (Alan Walker)

The existing wording in Section 16300, sentences 2.0.1 and 2.0.2 will be clarified to ensure wording states that "no interconnection of sub-feeds is allowed". All Requests for Variance must be reviewed by the Electrical Engineer, Engineering Services.

4. Noise Attenuation of Strobic Fans (John Metras & David Rodgers)

Roof top fan systems to be designed and investigated to reduce sound levels. Silencers, sound attenuation devices, and variable speed drive controls to be considered to reduce noise levels.

5. Operable Windows in Labs ( Bruce Anderson & David Rodgers) - [Incorporated into Sections 11610 and 15880]

Operable windows are not to be installed in labs in order to allow negative pressures to be maintained relative to adjacent spaces and to prevent draft conditions.

6. Scrubbers ( Bruce Anderson & David Rodgers) [Incorporated into Section 15880]

The need for installing scrubbers for perchloric acid or similar use fume hood systems is to be reviewed with UBC HSE.

7. Sub-Grade Waterproofing - Requirements for Using 1-Ply SBS on Concrete Foundation Walls ( Mike Thayer) -

Materials
• The existing wording in Section 07100, Sentences 2.0.1, 2 , 3 and 4 will be clarified to ensure wording states that 1-ply SBS waterproofing systems are required by UBC for all sub-grade waterproofing on exteriors of concrete foundation walls.

8. Variable Refrigerant Flow (VRF) Systems - Soldered Sweated vs. Flared Joints ( Harjit Sohpaul)

Materials and Design Requirements
• The following wording in Section 15187, Paragraph 2.0. Line 2 will be added to the 2011 Technical Guidelines: Sweated soldered connections are required for all refrigerant systems. Flared joints have resulted in excessive leaks causing both safety and maintenance concerns.

9. Update Submissions for Division 15 - [UBC Utilities]

• As per Erin Kastner’s email Nov. 22/10, revise Section 15300 Paragraph 2.10.1 (Building Fire Protection Water Service) to only read: Each building shall have a separate water service. (strike first 2 sentences).

Insert in section 15002, Part 2.3.5 to read:
For underground parkades drains should not be connected to the storm drainage system but rather to a Parkade Drainage Treatment System (PDTS) and then discharge to the building sanitary sewer system. UBC has adopted the standards of the City of Vancouver’s Bulletin 2008-007-EV/PL, November 10, 2008.
(if this is not an appropriate section/Div. for it, another option is Div. 2, Section 02720, part 2.5.12)

10. Update for Division 2 - [UBC Utilities]

Section 2610 Paragraph 2.5.3 should read:
Additional permits from the provincial Electric Safety Branch, Gas Safety Branch, Boiler Safety Branch, Plumbing permits (UBC C&CP) and the Construction Permit from Vancouver Coastal Health are the responsibility of the project team.

Section 2660

Existing Part 2.1.4
will become 2.1.5 and insert a new 2.1.4 as the following:
The design engineer shall obtain a construction permit from Vancouver Coastal Health for each new installation as well as for any modification of watermains in water transmission or distribution systems, including appurtenances like valves, standpipes or hydrants. These could be watermain projects for the replacement of old pipes, extension, upgrade or looping of the water network, or service connections larger than 3” in diameter. Paragraph 2.4.1 (Metering), after first sentence (before “For core campus buildings…”) insert:
Remote reader shall be installed outside the building in an accessible location.

Paragraph 2.5 – change from “Fire Hydrant Connections” to “Temporary Water Connections”.

Also insert a 2.5.2 to read: A temporary connection to a hydrant is only permitted for a maximum of 30 days and is only allowed for demolition/asbestos abatement

purposes. For all other temporary water connections, a Temporary Water Connection Permit for Construction must be obtained from UBC Utilities (telephone 604-822-3274).

Paragraph 2.6.2
Insert: Design consultants shall provide new irrigation service connection tie-in details including location, pipe size, material, isolation valve (minimum 2” diameter off main), meter, strainer, backflow preventer and chamber drain connection to the storm system.

Paragraph 3.4.8
Insert: When excavating over existing A/C or cast iron watermains, only controlled density backfill shall be used. No compaction is permitted.

Paragraph 3.11.2
Remove “24 hours later”.

Paragraph 3.12
Revise 3.12.1 to: Shutdowns must be requested in writing adhering to UBC’s campus-wide standard shutdown procedures. Refer to Standard Documents – ShutForm.doc and Service Activation Request form.

Insert a new 3.12.2: Operating valves on the water distribution system shall only be performed by UBC.

Amend to:   2.4 Requirements for Manholes
Modify, as underlined:
.7    All manholes shall have a sump with positive drainage. Manhole drains shall be connected to the storm water system.

Modify, as underlined:

Insulation

Unfilled cross linked polyethylene (XLPE) 90º C temperature rating, 133% insulation level  or  Ethylene-Propylene Rubber (EPR) 105º C temperature rating, 133% insulation level

Amend to:   2.4 Applicable Manufacturers
Modify:

.7         All substitutes shall be pre-approved by UBC Utilities

Section 16310
Amend to:   2.32 Submittals
Add:
.4         Factory Transformer Test Report – test report of no-load and load losses, winding resistance tests and impedance test.

Section 16400
Amend to:   2.0 MATERIALS AND DESIGN REQUIREMENTS
Add:
.4    Any building supplied by 208 or 600 Volts shall have entrance switchgear designed and labelled as "Suitable for Service Entrance".

Section 16460
Amend to:   2.2 Revenue Metering
Modify, as underlined:
.1    Revenue meter shall be Measurement Canada Sealed, Schneider Electric Type 7330 ION Multifunction Meter with Ethernet options.

Amend to:   2.3 Metering Transformers
Modify, as underlined:
.2    Three current transformers (CT’s) shall include revenue metering accuracy of 0.3B0.9, ratio XXX/5 for Schneider Electric 7330 ION multifunction meter. Mount CT’s on transformer secondary bus.

Amendment to:   2.4 Mechanical Meters
Modify, as underlined:
.1   Gas, water and steam meters are to be integrated into the electrical metering system. Pulse outputs from each of these meters are to be brought to the electrical Schneider Electric 7330 ION meter for recording purposes.

.2    Refer to Drawing E4-6 for wiring requirements of the gas, water and steam metering integration into Schneider Electric 7330 ION meter.

Amend to:   3.0 Other
Modify, as underlined:
.1    A raceway shall be provided between the ION 7330 meter and the nearest communications closet. Provide an IT demarcation box within 3 metres of the ION 7330 meter.

12. Floor-Mounted Toilets (Information Change)

Section 15411 Paragraph 2.2.1 should read:
1. All water closets and in public areas shall be floor mounted and have open-front seats. All urinals shall be wall-hung. All toilet partitions to be floor mounted.

13. Drinking Water Fountains & Stations (David Rodgers)

Section 15411, 2.2.13

      2. Filtered water drinking stations for office-type areas are acceptable provided that a UBC Plumbing Permit is obtained. An approved backflow prevention device must be installed as per Section 15401 Backflow / Cross Connection Control to prevent water from being drawn out of the filter system back into the water supply line. A regular filter maintenance program must also be in place as part of the service agreement with the filtration system vendor.
      3. When retrofitting existing buildings, installation costs plus recurring filter changes are to be funded by the relevant Academic Department.

14. Fumehood Lockout Program (David Rodgers)

Section 11610

      1. Fume hoods and biological safety cabinets shall be equipped with a positive lockable latching system. The locking system must allow for a tradesman's lock to be added to comply with lockout procedures.
